Can anyone tell me what the frames per second are for a U.S. NTSC broadcast? Do all networks broadcast at the same fps?

The fps that can be used is dictated by your tv. NTSC tv's use 29.97fps and pal tv's use 25fps.
So to answer your question, all signals broadcast in the US are done so at 29.97fps. -
