Newbie here. I downloaded a mpeg file and the audio has a constant buzzing sound in the background and the volume fades occasionally. I made a VCD to see if it might magically fix it, but no. My question is, is there any way to fix this? Couldn't I seperate the audio from the video then tweak it (with some app?) and then join it back to the video? I'm completely new to all of this so if this post sounds crazy it's just my inexperience, not craziness. Any suggestions or how to's would be greatly appreciated.
Thanks for your help.

You might look here for starters:
