Some cyber security experts believe hackers may have caused the massive 2003 blackout in the Northeast.Two U.S. lawmakers recently alleged that Congressional computers were targeted by someone or some group from inside China. Every country probably engages in some form of cyber espionage. Sponsorship of cyber attacks by governments or terrorist orgainzations is something to think about, though at this point it has been more rumor than fact. So far only individuals or criminal organizations have been found responsible. At this point, politically motivated attacks by individuals have been more like harassment, than actual terrorism, but are still disruptive to millions of people, and have economic consequences, not to mention what it costs to defend against them.
