Is there an app that's easy to use that will rip a specified section of a DVD? I.e. doesn't require use of command line or jumping through other hoops, with a reasonably simple interface? Ideally that will convert to some other file type - .avi or the like?
Freeware is of course always good.

DVD Shrink will let you rip a specific section to a DVD structure on your HDD. From there you can use AutoGK or AVI.net to create an Xvid/Divx avi file.
DVD Fab Platinum can also rip sections, but only on chapter borders. It can also convert to Xvid or H.264, although frankly I find it's output very disappointing.Read my blog here.
