is it possible to use a 3.5" Internal PC hard drive and insert it into a freeview recorder box?

The only way to know for sure would be to open the unit and see what type of drive is in use.

I was thinking if I can open one out without it have a hard drive and build one into it?

I'm not following you. I would expect all freeview DVR's to already contain a HDD. How do you plan on getting one without a HDD?
