Here is the issue I'm looking for help on. We have a Digital Photoframe that can play mpeg files, but it wont loop them. Is there a way to modify an mpeg file to trick a media player to replay it?

Not really. mpegs are simple media files (video+audio stream), so they can't accept that little bit of code like wmv can (and then that's only DRM).
The player itself (or the OS) would have to be modified.
Double check the settings and make sure that there's not a "repeat" function. Mine does a simple slide show, but you can set repeat patterns on it (at the very least, "repeat all").
