    hi how can i change wmv file settings?

    such as frame resolution, frames per second etc...

    is there software to do it...

    You would have to re-encode it with an encoder such as windows media encoder. You can adjust the settings within the application

    If you are not using the original source material (ie. going from wmv=>wmv) you will lose quality when you re-encode
