    Is there a DVD authoring (or video editing) application that has a volume normalizing capability?

    Audacity will normalize and amplify a wav file.
    Takes a couple of minutes.
    Convert wav to AC3 with ffmpegGUI.
    Both programs are free.

    There are a couple of others, names escape me.
    Someone else will post.

    seems I remember Ulead's MovieFactory series having this option...along with most editors
    onunload=this(!)flush;
