I just want to confirm a few things.

    1. The software I am using is THE BEST for this job.
    2. Are my configuations okay.

I am taking VOB files ripped from a DVD and using TMPGenc 4.0 Express and creating .WMV files. I am create 3 speeds/sizes. I am looking to get the BEST POSSIBLE quality. I am streaming these from a website.

    Here are my settings:

    320x240 2 Pass VBR (average bitrate) @ 350Kb/s
    400x300 2 Pass VBR (average bitrate) @ 650Kb/s
    640x480 2 Pass VBR (average bitrate) @ 1500Kb/s

Thank you for your time and input on this matter.

  2. For the most part, the WMV encoder is doing all the work so it doesn't much matter what program you use.

The only real issue is whether the program converts everything to RGB (rather than leaving it in MPEG2's native YV12 colorspace) before feeding frames to the WMV encoder. Converting to RGB will lose some (generally very little from a DVD source) very dark and very bright detail. I don't know about TMPGenc Xpress 4.0, but their older products (TMPGEnc Plus) did this.

  3. If you want the best quality for a given bitrate, you might want to use "advanced profile" or "VC-1" for wmv. You can set this in TMPGenc Xpress options. Quality wise it is clearly superior to your standard wmv3 - you can test a few short clips and see the difference yourself.

The problem with this is that it might be appropriate for a streaming website, because not all computers are equiped to handle this type of file. (Diminished compatibility/accessibility for some users)
