Could any of the Avisynth gurus here tell me how this effect can be fixed, that I see in a few videos that I have. The behaviour appears when a character walks across the screen or other significant motion occurs in the video.
The .avi appears in MPEG4Modifier as being progressive.
Can it be fixed? If so, what Avisynth plugin would you suggest I use?

Well, after much experimentation, I was able to fix it. I couldn't figure out how to do it in Avisynth. However, I loaded it into VirtualDub and applied the Smart DeInterlace filter followed by the Dynamic Field Order Correction filter. Voila! The jagged edges are gone.

Sure. Here is the "after" filter image of the same frame:
There is motion blur in it, but it is consistent with the blur in frames that didn't have the problem. Soopafresh was right in that the video was incorrectly resized. I have corrected that as well, but I didn't show that change in this image, so that the comparison with the original is more accurate.
I wish that I could find an equivalent to the Dynamic Field Order Correction filter for Avisynth. It would be faster and I like it's noise reduction and sharpening filters more.
