What program to use to make a dvd?

I have some stuff that I downloaded and I want to be able to play it in standalone dvd players. Last time I looked, it was labeled as a video clip. Is there a program that I can use to put this file so that I can play it on standalone dvd players. I would also want to make a menu for it and chapter stops as well.
