    I guess you mean http://en.wikipedia.org/wiki/Digital_television and then you can use capture card that records the digital stream instead...

    Yes, with a digital only or combo digital/analog tuner.

    Digital tuning comes in three flavors...

    ATSC for over the air (OTA) broadcasts
    QAM for cable digital channel reception (ATSC tuners don't function for cable)
    DVB for certain satellite dish reception

    What do you want to do? What is your stream source?

    Over the air? First find your "digital" stations at http://www.antennaweb.org/aw/welcome.aspx and follow their suggestions for an antenna. Then buy an ATSC digital tv tuner for your PC.

    i want to record tv shows for the net , i have digitalcable from time warner cable , and thinking of buying the ATI TV WONDER 650

    "tv shows for the net" ?

    The 650 has QAM capability and in theory can capture your local TV off Time Warner cable.

    This may prove difficult because neither ATI nor TimeWarner are very user friendly.

    A better method of recording HD TV is to record directly from a cable box via firewire to your PC. This does not require the use of any TV card in the PC but it does require you to have a digital cable box. Note that recording of encrypted shows (this usually means movie channels like HBO and pay per view events) will NOT work with this method. But you can record, say, CSI from CBS with this method.
