    is there any PAL to NTSC DVD converter? that will keep all the menus?

    No. It's a bit more complicated than any one-click converter can handle.

    Technically, the answer is yes. It is called a multi-format DVD player. It will convert PAL to NTSC on the fly, so you don't have to convert the disc at all. It is by far the simplest and most cost effective solution.
