I have Windows xp and sometimes (about 10%) of the time, after computer startup, the mouse doesn't respond. If I unplug the mouse and then plug back in, it will always solve the problem, so it is not a serious problem. I am just curious why this happens.

Could be a loose connection. Might be time to change the mouse.

also check in bios to see if its set for allow USB mouse and keyboard. thats assuming you have a usb mouse. if its PS/2 mouse then make sure the settings are correct in bios for that too. it will be very obvious in the bios if you look around what im talking about.

I have same problem in Win2k with PS2 mouse except unplug and replug doesn't fix it but reboot does.

Your ps2 connector has to support plug and play for it to work without a reboot. Probably most do but some don't.

If it is a usb, you could try another port. If by chance you are using a ps2 I'd switch to a usb I've never had a mouse problem since going with an optical usb.
