    The problem:

    DVD 1 has lots of tiny scratches/scuffs all over it. Its plays fine. I copy it onto DVD 2, DVD 2 does not play fine. It one spot it has glitches/popping noises that DVD 1 did not have.

    It burned great. No errors it says. My burner seems fine. My question, stupid though it may be - how can DVD 1 play fine and then the copy not? Did all the scratches just interfere when copying but not playing? Is that ... possible?

    Do DVD players read discs differently than burners?

    DVD 1 was on a Sony DVD-R X16 then I burned it onto a Verbatim DVD-R X16 disc.

    If you burn a copy of a disk that not in that good shape to begin with the copies quality is going to degrade some what. Especially if you making a copy of a copy. And just because it burned without no errors doesn't mean that it copied a pristine copy of the cd. You can adjust the read rate in imgburn and nero i believe. This can help with problem cd and dvds. Also try lowering the burn speed too. I have ran into many cd and dvd's that played fine but copied shitty because of the scratches and scuffs. You can also try these scratch repair systems like the memorex optifix, I have one and they are great for repairing original disk.

    Fix around 150+ cd/dvds for the price of a single bottle , simple and effective .

    As for copying discs with scratches , it is worth avoiding because it will affect the copy every time causing issues as you have already found out .

    How did you copy it?

    Best to copy to an image file on your hard disk first rather than a direct copy, if that's what you were doing.
