1 more question I wanted to encode a .mov file (quicktime) but tmpeg doesn't let me unsupported

Yes you can RIP an NTSC DVD and then make a PAL MPEG1 VCD out of it, but you'll notice that the encoder puts extra frames in to go from 23.something fr/s to 25 fr/s. Especially with smooth camera movements you'll see repeating short freezes, very irritating. Better make an NTSC VCD and try if your player wants to play it, most DVD players do.

Do not convert the framerate, speed up to movie from 23.976 to 25 fps.
