  1. Is there a way to convert dvr-ms files to mpeg with the same video quality? I would like a freeware program that does this. Any ideas?

    according to this:
    http://en.wikipedia.org/wiki/DVR-MS
    it says it's already mpeg2 so try changing the extension

    I've never used it, but the write up sounds like it does what you want.
