I have a .mov movie that I need to resize (to 300x250 pixels) and convert to .mov. I have QuickTime Pro and Adobe Premiere CS2. I am not totally new to video editing but for some reason I am really struggling with this one! Could someone tell me the best way to accomplish this task... it seems like it should be easy but I am struggling a bit!

It can be done in QTPro, but is slow and prone to errors because you're dragging the "Window" handles and then doing an export from that.
Since you have PremiereCS2, I'd use that. Set up a new project that has the dimensions (and other specs) of the way you want your final movie to be. Then import your current movie. If it doesn't automatically resize when you drop into the timeline, you can adjust it's "properties" or you could apply an effect (stretch).
Then, export/render the timeline.
