Is there any difference in the picture quality between an internal and external DVD drive recording or the picture quality is exactly same and why?

There is no difference. The issue is one of reliable burns and burn speed. With a good USB2 or Firewire external burner you should be able to get good burns at 8x. If you only have USB 1 then you will be burning at 1x.
Image quality has nothing to do with the burner, as it is set by the encoding process.Read my blog here.

No, the quality would be exactly the same. But the time it may take may likely be quite a bit different, especially over a USB interface.
Because it's a digital file, just composed of numbers, it will be exactly the same or it will be corrupted.
