How to change a normal movie into cartoon?

Hi ,

I have a regular movie (people not cartoon) and I want to add some effects and I want to do some editing to it so I can make it look like it's a cartoon (anime) movie.

How can I do that
Any easy programs that I can use
I have Adobe After Effects 7.0 but I'm not that good at it :P so If there is a tutorial, that would be great

Those are some for Vdub but i'm sure someone will come along and say if there is one for Adobe After Effects if you fail to find one in a search, i would think there would be as it does a lot, but i've never needed one.
