Many years ago I worked in the public service, and post-it notes under the keyboard were standard practice back then. Later, when working for a major consulting firm looking after the same users and systems (isn't outsourcing wonderful), part of my responsibilities included trying to crack their password files (these were large Unix systems) and report on % cracked. Probably 30 - 35 % were their football team name or their football team name with a 1 on the end.
That said, my first response was "so what ?". If I were going to nick a PC for my own use, the first thing I would do is scrub it of any trace of it's previous life. I don't need a password to do that. Same if I were going to flog it down the pub.
People should be more concerned about putting security on their wireless routers so the neighbors don't leech their bandwidth.Read my blog here.
