I have been looking around. Also been looking at Premiere to see if its done there and no dice. Can someone tell me what software that i can use to stablize every frame in a video to a desired point. What i mean by that is, lets say someone is walking a dog and as you know dogs move around alot while walking. What i would like to do is use the dogs forehead as the center point of the video so what you will see is the dogs head pretty much stable but the rest of the film will not.

You can use something like the tracker in After Effects. First use it to track the dogs head so you get all the points of movement over the length of the clip. Then apply an inverse of these to the frame. I believe After effects actually has a macro or at least a guide for it. There are other video stabilisers - there is even a pretty good one for virtualdub - but they are for general frame stabilisation, not necessarily around a single point.

One thing they all have in common - unless the film needs only mild work, you will have to zoom the frame in to hide the gaps at the edges.
