    Hi

    I am unable to find a quick solution to this problem:

    I Have an MPEG-2 File that is a Hi Defnition widescreen recording. It is 3Hr 26Min long and is 20Gig in size.

    The file keeps freezing, i have had an analyser program tell me it is 13 Mbit Per Sec which is too high to play.

    I need to know a quick (preferably Free/cheap) way to cap the Bitrate to 9.8Mbits Per Second and resave with the same resolution that is was recorded in (1920 x 1080) or something like that

    File size does not matter at all since it will only ever be stored on Harddrive

    I have tryed TMPGEnc, VideoReDo, VideoStudio 9 all unsuccessfully

    Explain how and in what program.

    Does the file have an .mpg extension or .ts/.tp ?

    Ah, you want to make it DVD compatible, yes? The 9800 bits gives it away. You'll have to resize as well to be DVD compliant. Since you're only playing it on your PC, why worry about those constraints?

    ConvertXtoDVD will recode the file for you, as will the free https://www.videohelp.com/tools?tool=HDTV2DVD app.

    Hi, thanks for the fast reply.

    I am trying your suggestion now.

    It kept freezing on Window media play, and i have an emternal media box and it keeps freezing on that too.

    The file has a .mpg extension and was recorded using a leadtek TV Tuner card. I read somewhere that if an mpeg-2 bitrate is above 9.8Mbits second it will have issues like freezing, even if played of PC.

    Ill post a response whether what you suggested solves the problem

    The 2 Programs recommended have set file output sizes (ie 8.5 Gig MAX) obviously because the program is intended to be used if burning to DVD

    I need a program that will let me set a custom birate of 9.8Mbits/s and the output file size can be anything, I also have an 80GIG file I wish to do the same thing to.

    I am trying to bring the birate from 13mbits/s down to 9.8Mbits/s because my media player will only support this birate for MPEG-2 Files.. Please help in advising a program to do this anyone??

    Rejig can transcode mpeg files to a set size. You can use a bitrate calculator to work out what size your target bitrate will create, and use rejig to transcode. Otherwise you will have to re-encode, which will take a lot longer.

  6. TMPGEnc Plus can handle HD resolutions (set Profile & Level to High Profile and High Level), lets you restrict the bitrate (high and low), and create any file size.

    I don't think bitrate alone is the problem on your PC though. I've played SD MPEG 2 as high as 80,000 kbps with no problems.
