I converted my avi file which was in PAL to mpeg-2 in NTSC. When I try to open the video in TEMPGEnc's authoring program, I get there error: "The NTSC DVD-Video standard does not accept a framerate 23.976 fps. The NTSC DVD standard accepts 29.97 fps only." Why is this?

When you convert from pal to ntsc you have to apply pulldown so it will play at 29.97 fps,download pulldown with PullDownBatchFE and run the video portion only thru that to fix it

Just a little extra detail : NTSC video displays at 29.97 fps, however it can be encoded at 23.976. The pulldown flags are added to tell playback devices how to create the missing frames to get 29.97 playback. DGPulldown is a great tool for adding pulldown flags.
You can also use this process to simplify PAL to NTSC conversion by encoding at NTSC resolution, but retaining PAL framerates. This avoids the almost inescapable problem of blended frames and audio sync issues that come from simple software format changes. You can then use DGPulldown to add flags to display the 25 fps video at 29.97 fps, without changing the PAL running time. The only reason i dont like encoding with the same framerate is cause usually the pal source has been speeded up and changing back to ntsc will normalize the sound so it doesnt sound like a chipmunk.

Having watched both PAL and NTSC (mostly PAL), I have never had an issue with the slight alteration in audio pitch. I actually prefer not to alter the source at all. If it's PAL, leave it PAL. It it's NTSC, leave it NTSC. It avoids the audio sync issues that can arise. It also avoids having to reduce the overall video quality of PAL material to conform to NTSC. I guess it's swings and round abouts. Do you want good audio or good video ?

Changing pal avi to ntsc avi doesnt alter video quality or audio quality at all.It's direct stream copy with video when changing the framerate.
