I just had a problem where Tsunami DVD Author Pro 2 wouldn't accept the VOB file created from my Liteon 5001 as it says that the Mpeg II audio is non standard. I was under the assumption that it was "optional" for the NTSC standard but I want to make sure. The older version of DVD Author (1.5 and 1.6) do not say this at all when creating discs from Liteon and other recorders that use Mpeg II audio.....

    It's correct.

Look at the "What Is DVD?" section <-- if you're not convinced.

When it says "optional" that means AS AN ADDITIONAL format stream. It is NOT standard to use it in NTSC as the only audio format stream on a disc.

You can take my word for it, or you can get the ACTUAL standards from the DVD Forum. You'll have to become a member of the forum first (~$2515US), plus you'll have to sign an NDA and a few other applications, and then pay for the DVD-Video and DVD-ROM books (~$5250US).
Otherwise, you could try MPUCoder's site, where (AFAIK) he and others have used reverse engineering to deduce what (most) all the parameters of the spec are.

edit: Note that use of MP2 audio (only) probably will still work OK for a good majority of NTSC players, but that it's not guaranteed and could be flakey on some machines.

Weirdly enough my Panasonic E80H is what I use for testing these "non standard" discs bitset to DVD-ROM on +R discs. It hasn't failed to play one yet with full audio. And again, using the earlier version of the program gives no such warning.

Oh yeah, the disc I just burned as non standard works (once again) in the E80H.....

I guess the standards were set long before the Chinese took over the market and ended up not wishing to pay royalties on those expensive audio codecs. As far as I know, they aren't paying anyone for the Mpeg-2 audio format....
