    I have a 15 min clip that has approx 135 frames through out that have dropouts that appear as white streaks and such. I want to export them as bmp files and using a image editor clean up the droupouts and place them back into the video. I thought I could use TMPEG to save them as bmp files but that program automatically crops the borders of the video so the scale no longer matches the orginal video.

    What would be a good program to use to extract the individual frames as files and manually clean them up?

    VirtualDub (or one of it's variants depending on the source video format).
