DLP : DVD Lab Pro. One of the main reasons people start worrying about closed GOPs is the warning DLP gives when author open GOP encoded mpegs. I was just taking a punt that this might be what prompted your question.

The Teco Bitrate Viewer (http://www.tecoltd.com) can do this in the commercial version without re-encoding the video. It's been a very long time since I did this with it and I only did it once or twice with some SVCD testing I did some years ago, but it is possible. The free version of the Bitrate Viewer can't do this at all. The free version has very limited functionality compared to the commercial version. It's worth stating too that you must demux the video to do this as the Bitrate Viewer can only modify video only streams.

Why do you even need to do this? Are you getting a warning message or something?
Open GOPs should be OK in the context of DVD authoring (I think the point guns1inger was getting around to making).
