This screen capture is from video tape. It seems to have some odd random noise throughout, which I am not sure is on the original film, on the tape or what. Have tried a few virtualdub and avisynth filters on it, but can't get rid of the noise.
Any idea what the noise is, and what sort of a filter might help?

Those white specks? Those are probably dropout caused from tape wear. The information is no longer there on the tape, so you get white specks. Have you tried the Avisynth filter Despot? I've had good success with it removing these spots on my tapes. I use Despot with Depan. There are example scripts on this forum somewhere if you search for despot.

This is a due to a bad scaling in combination with a bad colour format pick in the capturing video software
Hard to explain better but i noticed this problem while i was ripping ntsc vhs lately
so i ended up to pick YUV2 & then adding the ffdshow filter in the filter list(i use virtual vcr to rip)
and so the system changed itself from yuv2 to rgb24 & i hadn't these noise problems anymore..

I don't know if you resolved this issues or not, but yeah, I think I found
out what it is. I posted it in the Off Topic area, but I'll post it here
too, cause it's relavent to your situation. Anyways.
It's the brand (or quality) of the vhs tape.
So, how did i come to that conclusion, you may be asking ??
Well, since Spike TV is having a week long Marathon for Star Trek: Voyager
and I was out of my usualy Fuji brand standard 6hr vhs tapes, I went out
and purchased a 4pk Sony brand standard 8hr vhs tapes so that I could get
the full 8 hours they are broadcasting each day. (Well, it turns out that
they are airing 9 episodes. Oh well) Anyway.
After reviewing some of the episodes, using my ADVC-100 to capture them, I
began to notice these strange (random) WHITE speckles. The same as yours.
But they are only on the Sony brand tapes. My Fuji tapes (I have loads of
them) do not have this, to my rememberence. These seem to stand out all
to easily. So, I don't think my Fuji tapes has any of this weard noise.
So, the cure would *seem* to be, to replace your future tapings with a
different (and reputable) brand.. ie, Fuji. The ones I have been buying
are the standard grade. They are the cheapest of the grades. But, man,
they do come out good, in terms of quality.
