Burning CDs and DVDs is limited the speed of your burner, the speed of the media, and the write strategies your burner has for any given media. The burning software really has very little to do with it.

The fastest reliable converter for avi to DVD, with simple menus, is ConvertxtoDVD.

Even faster is to get a Divx/Xvid capable player and just burn data discs instead of converting.

Burning CD/DVD (regardless of content) is almost 100% depending on hardware - your DVD/CD writer and DVD/CD media.
CCE is the fastest mpg2 (DVD) encoder there is. Fast(est?) allinone "anythingtoDVD" convertx2dvd maybe?
<edit>Bah! Guns1inger beat me to it - how come I'm not surprised? </edit>

For faster burning, get a 16x drive and media.

"Menus"? You aren't talking about burning. That falls in the "authoring" step.

    Restate your problem.

One thing to remember..."Fastest" does not always equal compliant.

What good is it, to do the whole job in a few minutes...
and Not have it playback smooth (if at all) on most anything.

As far as authoring goes...TMPGEnc DVD Author is a good choice. (not complicated)
Motion menus, the ability to import background with audio, ect.
Somewhat customizable, far as it goes...But I use it all the time.
(I use v1.6, it doesn't encode everything like the latest versions)

Guess I'm kinda' old school...I keep individual apps for individual functions,
slower, but more compliant...Speed be Damned!...
