I have single .ts files that i'd like to burn with my Mac OS X. However, Roxio Toast doesn't burn these file types unless they are in a VIDEO_TS folder format.
Does anyone know how to burn these files (or encode them in the VIDEO_TS folder) without going through the hassle of encoding them to avi, just to encode them again when I go to burn it to DVD?

If you want to burn a disc that will play in a standalone DVD player, they must be converted to DVD-Video format. I think I've heard people say Toast will do the conversion, although it takes a long time (depending on what Mac you have).

I like to add chapters in precise points on some of my files so I always convert them to DV format first, chapter them in iMovie, then encode the reference file it creates in Compressor.

If you want to make an HD DVD from your .ts files, demux them, import them into DVD Studio Pro and tell it you're making an HD disc. It will remux them and format for HD DVD.

Currently you can burn HD DVD onto regular DVD or DVD dual layer media, but I do not know if these will then play in a settop HD DVD player. You can also play these HD DVD discs in Apple DVD Player.

I noticed that in my version of Toast, Toast 6, when I burn an HD DVD folder using its UDF format, Apple DVD doesnt recognize it. However if I burn the HD DVD folder in DVD Studio Pro, everything goes fine. To me that says the UDF format for HD DVD has been updated -- Toast 6's version is out of date.

Try opening the ts files in MPEG Streamclip and choose Convert to MPEG from the File menu. Then drag that MPEG to Toast for making your video DVD.
