I was just interviewed by a tv station in China. I am going to ask the station for a copy of the program - probably in a DVD format - with the intent of editing it and using it in other situations. My friend said, however, that once the original tape - recorded in a very expensive sony professional grade video camera - is made into a dvd that fundamental changes cannot be made anymore - coloring, lighting, etc. Is this correct? Or is there software that will make any change that i want to make? My friend has mainly used software like ulead, v.9

This is done all the time... it's really one of the things that this site is about.
I'm assuming that you're not talking about making changes in the background, interviewer, etc., of the video that you receive.ICBM target coordinates:

Once you get the DVD, it is quite easily to extract the MPEG(s) out using VOB2MPG and then convert to DV-AVI with virtualdub-MPEG2 or virtualdubmod. From there, it is easy to change anything you want in just about any program, because it is the same as if you had transferred the footage from your own DV camera.
If in doubt, Google it.
