Hi, can someone tell me the tools or process I would need in order to take a finished DVD and get audio and video from it in order to make sample clips for a website? I no longer have the project file to work from in my NLE. The format of the DVD is MPEG-2 and AC-3.

cut with dvd shrink in reauthoring mode, first part in https://www.videohelp.com/guides.php?guideid=502&howtoselect=3;6#502
then convert the vob to avi divx with autogk. or wmv with windows movie maker, wme. or flash with super. or something. -
Would I need to rip the entire dvd even if I just want a small portion, i.e. a couple of minutes..?

No, you can open the dvd directly and just cut what you want. Read the guide.
