  1. What is it used for?
    Is it handy for encoding or just an extra?
    Goes digging in videohelp for better movie quality :-/ ?

    Basically it's a frame server. It loads the video, decompresses it and serves the video frames to some application (mostly an encoder) that then encodes them into some format.
    Between "loads the video" and "serves the video", AviSynth can do all sorts of tricks with the video frames such as resizing and other kinds of filtering.
