Is it possible to rip the menus off a DVD to an SVCD and have them work as they normally do?

I am not aware of a direct method to achieve this. You will need to author your SVCD independently. You can however get the menu stills, screens,menu clips from the DVD. In most DVDs this is in the vts_01_0.vob. Rip the VOB to your hard drive. Use DVD2AVI and frameserve to virtualdub. You can copy the individual frames to clipboard(Video -> copy sourceframe to clipboard) and paste in your favourite photo editor.
For motion menus, convert the range to MPG in your usual rip and conversion method.
