hello i was looking and bought one of these off ebay

and it dosent seem to be working to. dose my output need to go below a resulotion that a tv can handle (is there a program to force it there) or is this cable made for only some video cards?

It will work with laptops and desktops with VGA cards that has TV-Out function capability through the VGA connector. -

ok thanks i dont think it dose. im doing this on several computers so the only thing and can do is something like this like this

dose any one have any reclamation on what brand to get (not limited to the 2 links) limited to about 80 bucks ea. some of the computers are laptops so no pci. -
The first item you linked to is an s-video to VGA converter. It's for watching an s-video device (DVD player, VHS player) on a computer monitor.
The second is a USB video capture device. It's for capturing analog video on a computer.
Neither of those will convert the computer's VGA output to composite or s-video so you can watch it on a TV.
What you want is a VGA to composite/s-video scan converter:

A PC video card with VGA, S-Video and RCA output is only $29.00. It is more robust and better if you are upgrading a PC.

Note : Most morden laptop has s-video and VGA output.
