    DVD Santa is not great software.

    If you don't need menus, DVD Shrink in reauthor mode can bring together parts from different discs.

    If you do want menus, Tmpgenc DVD author and it's Add Video function might suit you.

    Both of these require DVD compliant output to start with. SVCD is not VD compliant.

    DVD Lab will allow you to create an out of spec DVD using SVCD source without re-encoding, however it may not play on all players because it isn't strictly a DVD.

    If you want simple, ConvertXtoDVD.

    If you want quality then you need to start reading guides on avisynth, encoding, and authoring. I believe the following is a good starting point

    Video : FitCD -> Avisynth -> ProCoder Express - mpeg2
    Audio : Virtualdubmod -> wav -> ffmpgegui -> ac3
    Author : DVD lab Pro is my choice, but GUIforDVDAuthor will do what you need.
