I have a DVD Xpress unit, by Adstech. I converted a lot of VHS movies to DVD, but some movies will not let me capture more than 2 hours with the capturing program. Is this because that a DVD will not allow more than 2 hours of playing time? If i buy a dual layer dvd burner, will i then be able to capture more than 2 hours?

It's likely because of the built-in limitation with Windows 98 on a maximum file size of about 4GB with the FAT32 file system. XP uses the NTFS file system without that limitation.
That is assuming your computer details are correct about W98.
You can put more than six hours on a DVD, but the quality would be very low. 2 hours should be good quality. A little more, up to 3 hours still should still yield decent quality, depending on the quality of the original video. -
If you are capturing to mpeg2, then two hours sound about right for the 4gb limit. Many of the simpler capture units don't give you access to bitrate settings, but use arbitrary XP, SP, LP etc settings that hide the details from you. If yours does this, then you may well be fixed in what you can do.
