    No. There is an MPEG2 encoder add-on of sorts: YMPEG

    On the other hand, HCEnc is easy enough to use.

    You could also use ffdshow. Not really the point though. If you want MPEG-2, use an MPEG-2 encoder. If you wanted to convert MPEG-2 to an avi on the otherhand VDub would be ok.
