    Any good recommendations for a video card under $130 that will also allow me to output to a TV so that I can edit my videos on a screen

    The Radeon x1600 512MB PCI-e is under $130 as is the Geforce6800 256MB AGP. Both output S-Video, DVI, and VGA.

    What about the ATI Radeon x1300 Pro

    i need AGP, what do u think that or the geforce?

    If it beats your 9800 card in terms of technology than it's an upgrade. Whether it is worth spending more money on old technology when you already have a capable card(ATI9800) is up to you.

  6. Check www.newegg.com,they have some good deals on AGP cards.
    As ROF mentioned any videocard(with tv out) will work for video.
    I would do these checks first:
    1.Stop overclocking the videocard,that will cause artifacts.
    2.Try another monitor.
    3.Reinstall the drivers,I don't recommend using ATI Uninstall Utility on WinXP because you have to reactivate Windows.
    If you still get artifacts then buy a new videocard.

    The Hauppauge PVR-350 can output to a TV and sometimes sells for under $130. You'll have to check. I'm not an ATI fanboy and I don't recommend their cards, but they work OK for some people and others seem to seriously enjoy the pain they get from trying to make an ATI card do its job. Probably for most people they work fine, but more people have issues with them than you might think.
