    I had a message from a friend that needs a little help and this was the first place I came to get the answer, Here is the message I got:
    Could you find me a program that can encode avi's and vob files etc to wmv9 in 720p or 1080i format please. All the one's i can see are normal 576wide x720high dvd size.

    Basically he has a new TV and everything he watches is in DVD format.

    Windows media encoder.

    but you wont get any better quality if your source if lower...dvd vob is just 480/576p...garbage in garbage out.

    also, if he has viseo files that are 720x576 and want to convert them to HDTV, he is going to up-convert those files to 720P or 1080i. In that case windows media encoder is not enough. he is going to have to either write an HDTV upconvert script using avisynth and then feed it to windows media to encode or use a more expensive tool that can do both.

    the least expensive method, but also difficult and time consuming is using avisynth and windows media encoder. go to www.doom9.org and then to the avisynth user forum to get upconvert scripts. There is a function called IIP (Integrated Image Processor) that may be what you are looking for.

    Why do this at all? The HDTV will upscale the 720x576 DVD resolution input in hardware.

    The picture will not increase in quality and the file size must grow 3-5x for no reason. If the file size doesn't increase, picture quality will decrease.

    If converting MPeg2 to MPeg4 including wmv, the bitrate and file size still need to increase at least 1.5-2.5x to stay close to even.

    576p =~ 415K pixels/frame
    720p =~ 921K pixels/frame
    1080p =~ 2.0M pixels/frame

    You won't add resolution to a DVD by upconverting. The HDTV hardware will do the upconvert in a similar way that a computer display card "Full Screen" mode upconverts 720x480 DVD to your monitor resolution.
