I know TMPGEnc can do this, but I'm looking for the best quality. I need to take an existing MPEG2 file with its audio encoded at 44.1Khz and up it to 48Khz to make it DVD compatible. I think I have to demux, convert, remux, etc.
What are the best programs to do this? I refer to best as in best quality, not quickest or cheapest.

You should be aware that DVD Video does not use MPEG audio (specifically MPEG-1 layer 2) like VCD and SVCD use.
Instead DVD uses either uncompressed PCM or Dolby Digital AC3 audio at 48Khz.
Some DVD authoring programs such as Sonic DVDit will convert the audio stream in an imported MPEG-1 or MPEG-2 file from MPEG audio to 48Khz PCM or AC3. Other programs may require you to import the audio in one of the compliant formats, requiring an external converter or encoder. -

Does anybody know of a place where the specifications for audio and video standards for DVD's are posted? PCM audio is the same as a wave file..? I have never seen a software AC3 audio encoder. What compression does AC3 use?

I'm sure the DVD consortium would have that kind of information posted, and probably the MPEG web pages. Couldn't tell you those URLs offhand, though.
As for AC3, apparently Sonic Foundry makes software that can create audio in that format (as well as the DVD authoring tools, duh). -
both mpeg1 and mpeg2 audio is supported for dvd-video even though it is almost never used...i have tried with mpeg1 audio and it works fine with all player i tested. read the dvdmystified faq for more info http://www.dvddemystified.com/dvdfaq.html#3.6.2

MPEG audio is multi-channel digital audio, using lossy compression from original PCM format with sample rate of 48 kHz at 16 or 20 bits. Both MPEG-1 and MPEG-2 formats are supported. The variable bit rate is 32 kbps to 912 kbps, with 384 being the normal average rate. MPEG-1 is limited to 384 kbps. Channel combinations are (front/surround): 1/0, 2/0, 2/1, 2/2, 3/0, 3/1, 3/2, and 5/2. The LFE channel is optional with all combinations. The 7.1 channel format adds left-center and right-center channels, but will probably be rare for home use. It doesn't say anything about 44.1Khz audio, but it's part of the (S)VCD standard. So, if the DVD player can play (S)VCD's, it can play 44.1KHz audio.

Baldrick, what DVD authoring programs have you used for making DVD Video with MPEG1 or MPEG2 audio? The few that I've tried used only PCM or AC3. I am interested in using MPEG audio with DVD so that I can just encode video and audio in TMPGEnc and don't have to mess around with AC3 conversion or waste disk space with PCM audio.
Skittelsen, have you done any testing with DVD and 44Khz audio? Your reasoning makes sense, but then I was thinking about how some DVD players don't like 48Khz audio in VCD and SVCD even though they play 48Khz audio just fine on DVD. -

Uleads's DVD MovieFactory and the DVD Plug in both burn mpeg1 layer 2 audio on DVDs. -

That could very well be but I could not find it in Sonic Video's video software specs or forums. Where did find it speced?
