Are you are looking for a program to just capture individual frames from a video? Many software players can do that, if the video is already on your computer. If it's just the images you want, try VirtualDub Mod. It can capture individual frames and filter and deinterlace video. If you want to edit the frames, then you would use a graphics program.

Or do you mean you want to capture clips of more than one frame? Then you are looking for a video editor. There are a few freeware and other ones in 'Tools'. <<<<<<<

Or if you need to capture video to your computer, look in https://www.videohelp.com/tools?s=5#5 for those type of programs.

    And welcome to our forums.

you need virtualdubmod or virtualdubmpeg2, virtualdub doesn't support mpeg2.

In VirtualDub Mod: Video>Snapshot source frame. Then choose the location you want to put it and .bmp for the output format.

You can use the keyframe icons to move forward and backwards to the exact frame. You can also apply a filter and capture a filtered version.
