I have a clip 21'57" long. When I put it into DVD-Lab or TMPGEnc Author it tells me the video is 1 hr. 20 min. long and kbps=1760. GSPOT tells me it's 29.97 fps, 59.9 fields/sec., 7500 kbps.
So I ignored it and compiled it. I played the authored version and the audio was out of synch.
What is the matter with this clip, why can't I author it?

try remultiplex/fix it with tmpgenc->file->mpeg tools and simple multiplex and choose the mpeg as both audio and video.
or demultiplex it to audio and video files, tmpgenc->file->mpeg tools->simple demultiplex.
or try repair with videoredo.
and then add the mpg or m2v,mp2,wav in your authoring tool. -
I demuxed with TMPGEnc and same problem. I put it into VideoReDo and it tells me the video is 21'57". TMPGEnc author tells me it's 1 hr. 20 min. long, too and doesn't respond when I try to make chapters.
