What sort of avi ?
If it is DV avi, or captured from a good quality HD source, then quality loss should be minimal.
If it is a downloaded, hyper compressed Xvid or Divx source, look at ConvertXtoDVD or the free version, DivxtoDVD.Read my blog here.

If you just want it doen quick, with quality on par with the original, use ConvertXtoDVD. There is a free version called DivxtoDVD, which is worth trying out to see if you like it. ConvertXtoDVD has more features, smarter encoding, and is worth the money, IMO.
Otherwise, look at FitCD, avisynth and and encoder and authoring tool of your choice. It gives you more flexibility, and a more polished outcome, but takes longer and is more complex the first few times.Read my blog here.
