I have some 16:9 (853x480) avi file and when I convert to 16:9 mpeg2 for dvd I can't use format 720x480 (I use TmpgExpress) : the output frame has black border at side. To get full frame I can only use 704x480 format. As my source is 853x480 I don't know why I can't use 720x480 format as commercial dvd. Any suggestion?

a. Does it matter ?
b. You could just encode it as 704 x 480 - that's legal and compliant.
c. That's the price you pay for using an encoder that makes decisions for you.
You are right, you should be able to use 720 x 480, however 704 x 480 is closer to the actual aspect ratio of the source, so tmpgenc express is in fact correct. You can verify this through FitCD or my resize calculator.Read my blog here.
