For LCD monitors in general, decide on the size, 17" or 19" What type of input, VGA or DVI. (Depends on your video card output) Response time, faster is better for games, not much difference for editing. Contrast ratio, higher is better. And most important of all, how much you want to spend.
That said, most of the major brands will work fine. As jimmalenko mentions, it has nothing to do with editing, just how it looks on the monitor.
I'm going to assume you will buy locally, if so you can look at a few different models before you buy. -
i'm gonna look into a Samsung screen cause from past experience they seem to be top of the line

Yes. The cheaper monitors may be as low as 350:1. With the higher contrast ratio the monitor can display fully black, same as if it is turned off. Samsung is a major producer of LCD screens, so you should be happy with the brand.
The other nice feature to have is a fast response time. The old LCD monitors were in the 12MS or higher range and could leave 'trails' from fast moving objects on the screen. Most newer monitors are in the 8MS range and fast enough for most video or games you might run into.
If you need to 'future proof' a little, consider a monitor with digital DVI input, along with the analog VGA input. It gets a slightly better picture than the regular VGA input. But you need a video card with that output to make use of it.
I should mention that some members here prefer a CRT monitor and they do have some advantages. Disadvantages are size, power consumed and heat. But LCD monitors have improved quite a bit in the last couple of years and are giving the CRT monitors a lot of competition.
EDIT: Let us know what you end up with and how you like it. -
