Amongst ll the video formats out out there, which of them supports tags? When I talk of tags I'm referring to tags such as ID3 in MP3 files.

What sort of information do you want to store ?
AVI has certain property fields that can probably be used, however your bigger problem is probably finding software to write to them.

Fields such as Author, Title, Encoded By, Comments, etc. What about WMV? Does it support tags?

If you right-click on a file you will see a properties tab. WMP does read from some of these to display information during playback. The issue is finding software to let you write to them. For some files you can make some changes directly from this properties tab. For others you can only do it during encoding. Something like DVDPatcher, but for avi and wmv files, is what you need.
