1. Installation of mpeg2enc.intel is just saving the binary web page as a file and then pointing ffmpeg at it? The file was only about 500k and it failed the first time. So I downloaded mpeg2enc and it was only 184k.
2. It errored when I tried to save to another volume on the same hard disk. Does it not support saving to other volumes or disks, only to the startup volume?
3. I encoded a 1-hour segment and the Video_TS folder is about 2 GB. I'd like to encode another 1-hour video and combine it. Do I use "Join" in the Tools tab so both videos are on the same DVD, each under it's own chapter?

1/ Yes
2/ Video should be encodable toward any volume (make sure that volume names does not contain special characters or spaces)
3/ You may use the .mpg files (or .m2v/.ac3 pairs) created prior to authoring to VIDEO_TS and use applications like Sizzle, or DVD Studio Pro, to author them into a single VIDEO_TS folder.

OK thanks. Will try Sizzle since DVD Studio Pro is like $1000 or something.
Then try mastering with Disk Utility...
