audio out of sync

is there a program to put audio which is out of sync with video back to normal

what kind of sync problem is it? does it get worse or is it same?

well the voices are not in line with the video i converted this .avi movie to .vob files and it has 23 chapters and up to chapter 11 all is ok but after that the voices are not right

what is the audio codec in the avi source file? identify with for example avi2clipboard
