I got a DVD that was recorded on Pioneer DVR-630.
I can't play it on a regular DVD player or my PC - see the snapshot .
Is there a driver or reading tool for that ?

See if DVDDecryptor will read it?
But why are you asking questions in the GUIDES folder? You should be using Newbies Forum or something... -

1. It can't be "finalized" since it's not a PC DVD writter.
2. DVDDecryptor didn't help
3. DVDbuster costs 25$ and I don't if it will do the job.

Of course it can be finalized that is a option in the Pioneer.
Once finalized it will play fine in a DVD player. Only thing to remember is that with the Pioneer recorded disc it won't auto play. Once loaded into a player you will have to press Play to get to the menu.
Your disk looks like it wasn't finalized.
I'd tell you more specific details but I don't have My Pioneer in front of me.
As I recall you press the button right above the Rev play button and then choose another menu option (same one where you defrag the hard drive) and you can choose to finalize. -
you will need the pioneer burner also --- in fact you hardly need the manual , just stick it back in the pioneer burner and select finalize
